The Finance Ministry letter to the FRLD board was jointly signed by Finance Minister Swarnim Wagle and Minister for Agriculture, Forests and Environment Gita Chaudhary. Finance Minister Swarnim Wagle has publicly cited damage estimates and Maheshwar Dhakal, joint secretary at the Ministry of Forests and the Chief of the Climate Change Management Division, briefed reporters on its contents.

Dhakal has been candid that the letter does not specify an exact dollar figure Nepal wants, since it argues that the scale of loss is still being assessed and that it falls to the board to decide what compensation is appropriate.

On the diplomatic side, Foreign Minister Shisir Khanal has been the most vocal figure, framing the disaster in interviews as a matter of civilisational survival for South Asia given the region’s dependence on Himalayan rivers. What exactly has Nepal asked for, and through which channel?

The Nepal government sent two related but distinct communications. The first is a letter from the Ministry of Finance to the Fund for Responding to Loss and Damage, known by its acronym FRLD, requesting emergency financial assistance to cope with the Bhote Koshi flood. Finance Ministry officials describe this as a request for a special decision, since the fund’s board does not have losses of this scale on its regular December agenda.

The second communication is a broader climate compensation claim letter sent to Nepal’s international partners, separate from the FRLD process, arguing that major greenhouse gas emitters bear historical responsibility. Generative AI, sometimes called gen AI, is artificial intelligence (AI) that can create original content such as text, images, video, audio or software code in response to a user’s prompt or request.

Generative AI relies on sophisticated machine learning models called deep learning models algorithms that simulate the learning and decision-making processes of the human brain. These models work by identifying and encoding the patterns and relationships in huge amounts of data, and then using that information to understand users' natural language requests or questions and respond with relevant new content.

AI has been a hot technology topic for the past decade, but generative AI, and specifically the arrival of ChatGPT in 2022, has thrust AI into worldwide headlines and launched an unprecedented surge of AI innovation and adoption. Generative AI offers enormous productivity benefits for individuals and organizations, and while it also presents very real challenges and risks, businesses are forging ahead, exploring how the technology can improve their internal workflows and enrich their products and services. According to research by the management consulting firm McKinsey, one third of organizations are already using generative AI regularly in at least one business function.¹ Industry analyst Gartner projects more than 80% of organizations will have deployed generative AI applications or used generative AI application programming interfaces (APIs) by 2026.

The current growth of mobile data usage and emergence of new applications have greatly motivated the Third Generation Partnership Project (3GPP) to work on Long Term Evolution (LTE). LTE is the most recent standard in the mobile network technology to be developed based on GSM/EDGE and UMTS/HSPA network technologies with the aim of optimizing the capacity and speed of 3G mobile communication networks. In this chapter, the structures and features of fourth generation (4G) LTE are investigated at the early stages of telemedical research. The chapter also provides a comparison of WiMAX and LTE standards on various aspects, as well as the potential of technology in healthcare applications. Issues and challenges of wireless technologies in healthcare applications and services are finally presented.

Problem-solve to “outsmart” roadblocks. For example, plan to walk indoors, such as at a mall, on days when bad weather keeps you from walking outside.
Ask a friend or family member for help when you need it, and always try to plan ahead. For example, if you know that you will not have time to be physically active after work, go walking with a coworker at lunch or start your day with an exercise video.

Initial nationalist histories traced the rise and political activities of the liberation fronts while more global views explored the cooperation of African actors with international patrons such as Russia, China, and Cuba in their attempts to leverage Cold War dynamics in an effort to attain their freedom. These often ultimately proved to be more official histories that played up the successes of the liberation struggles against the white redoubt countries as well as the international and Pan-African cooperation that allowed these successes However, the past decade has seen the continued expansion of historical inquiry into these conflicts. Both on the continent and abroad, critical archives have been opened and their documentation being woven into the historical narratives of the conflicts, such as the emergent work on the ALCORA exercises by Robert McNamara and Felipe Rebeiro de Meneses. Access to a plethora of previously unreachable or forgotten interview subjects has established new narratives of the struggles themselves, such as in the works of Joanne MacGregor, Joceylyn Alexander, Christian Williams, or Marc Thomas Howard. Training interventions have emerged as an alternative to behavior therapy for youth with ADHD. Training interventions begin with brief psychoeducation about a target skill (e.g., materials organization) and the majority of the time after that is spent with extensive practice and performance feedback. It has been recommended that for training to be effective, the skill must be directly applicable to an area of impairment, and practice with performance feedback must occur frequently and over an extended period of time (Evans et al., 2018). Studies with children (Abikoff et al., 2013) and young adolescents (Langberg et al., 2012) with ADHD indicate that training and behavioral interventions have similar short-term benefits, but there is evidence unique to training interventions that their long-term benefits may meaningfully exceed those of other treatments (Evans et al., 2016). It may be that once skills are established through a training intervention, they become routine and persist longer than behaviors shaped by rewards. Increasing our understanding of the mechanisms for training interventions can lead to development of optimally effective approaches. In addition, training interventions have been applied to relatively few areas of impairment (e.g., study and organization skills) and evaluating them across the diverse range of functioning may yield new tools for treatment.

Many researchers are not concerned with the idea of AI surpassing human intelligence in the near or immediate future. This is also referred to as superintelligence, which Nick Bostrum defines as “any intellect that vastly outperforms the best human brains in practically every field, including scientific creativity, general wisdom, and social skills.” Despite the fact that Strong AI and superintelligence is not imminent in society, the idea of it raises some interesting questions as we consider the use of autonomous systems, like self-driving cars. It’s unrealistic to think that a driverless car would never get into a car accident, but who is responsible and liable under those circumstances? Should we still pursue autonomous vehicles, or do we limit the integration of this technology to create only semi-autonomous vehicles which promote safety among drivers? The jury is still out on this, but these are the types of ethical debates that are occurring as new, innovative AI technology develops.
